Music App Controls Not Working

For some people, their iPhone is more than just a phone.  It’s a media center, one that they use on a regular basis, even plugging it into the car for music on the go.  However, one issue seems to have reared its head with increasing regularity.  A lot of people are finding that they cannot use their music controls after updating to iOS 7.  It works for changing the volume but not for moving through tracks.  Some find it only falters on the lock screen while, for others it doesn’t even work within the Control Center on the Home screen.
